Abstract

Although welfare services for children in Hong Kong are well provided for, in comparison with other countries in the region, much still has to be done. This paper describes the development of foster care and small group homes and critically examines attempts to end the institutionalization of children. It offers suggestions as to how improvements can be made in the service to ensure a more normal family life for children in substitute care.
