Abstract

It is of great significance to scientifically evaluate the development efficiency of higher education in China to promote the balanced development of higher education in various regions. Based on the panel data of 31 provinces, municipalities and autonomous regions in China from 2012 to 2021, this study analyzes the development efficiency of higher education in China by using the ultra-efficient SBM-Malmquist model, and then constructs the higher education evaluation index system from the three dimensions of educational resources, educational effectiveness and educational opportunities, and uses the panel Tobit model to regress, the results show that the overall development efficiency of higher education in China has not yet reached the optimal level, and is greatly affected by the efficiency of technological progress. There may be problems with higher education development in places such as Inner Mongolia, Jiangxi and Hainan; The number of full-time teachers with doctoral degrees, the number of graduate students involved in scientific research, and the number of enrollments of their specialties in various regions affect the development efficiency of higher education in different places. Finally, this study puts forward corresponding policy recommendations according to the conclusions.
