Abstract

The Ministry of Jahad , as one of the important structures of the food security , plays a critical role in offering public goods and services to citizens On this basis , upgrading the level of organizational ethics in this ministry will improve the performance ( agricultural development ) and its social responsibilities .This research is an exploratory type that is used in the qualitative part of the content analysis method and in the quantitative part of the factor analysis method. The population studied in the qualitative section consisted of elites and agricultural sector pundits that were selected to reach the saturation point of 10 people for the interview. In the quantitative section, the statistical population was the top and middle and basic managers of the Ministry of Jahad, and example was 291 people selected in a stratified random manner. In the present study in the qualitative section, 75 Basic content themes, 13 organizer themes and 6 comprehensive themes were identified. The results of quantitative research showed that in the ministry of jahad and dependent organizations, Dimension of the rules, procedures and structure of the organization were less than expected. According to the importance of government structures in the development of agricultural development, the promotion of the level of ethics at the Ministry of Agriculture- Jahad facilitates the realization of the fundamental purpose of this state organization, the development of agriculture.
