Abstract

Captain Kotsch of the staff of the Commander-in-Chief, United States Naval Forces, Europe, proposes a formula for the quantitative measurement of the degree of Soviet success in particular situations. Ten members of the staff of the Naval War College were individually tested on four recent situations to establish the initial utility of the formula.
