Abstract

The dispute about the capacity of a large multi-purpose reservoir is arbitrated. It reflects the conflict of interests between the provinces along the river, where the reservoir is situated. In order to make the arbitration reasonable and equitable, four principles and three criteria are introduced. According to these principles, criteria and the features of the dispute, an arbitration approach is proposed and its properties are discussed. Two examples are given to illustrate the effectiveness of the approach. This approach is based on the multiattribute utility theory, which is rather flexible and may be useful for arbitrating the disputes similar to that discussed in this paper.
