Abstract
Oceans constitute the majority of the Earth's surface. But in terms of surveillance, the ocean surface is a much simpler background for detection of man-made objects than is the ground. For this reason, it was no surprise that radar satellites went into operational use first for ocean and ice applications. Norway has been pioneering some of these ocean-related satellite activities, and also plays an active role in the European context.
