Abstract
Space Traffic Management (STM) is becoming more needed to address the safety risks to operational satellites in the increasingly congested space environments, in particular, mega-constellations being proposed. This paper makes a preliminary discussion on the STM development in terms of the STM concept fundamental functions. The fundamental information required by a STM system is analyzed, in order to establish a reliable and efficient STM system.
