Abstract

Subject. This article discusses the peculiarities of the government-sponsored management by objectives of the socio-economic development of a heavily subsidized subject of the Russian Federation. Objectives. The article aims to quantify the relationship between government-sponsored programmes of the Russian Federation, a constituent entity of the Russian Federation and municipal programmes, considering the Republic of Dagestan as an case study. Methods. For the study, we used a statistical analysis. Results. The article finds that within the period 2019–2023, the Republic of Dagestan participated in twenty six government-sponsored programmes of the Russian Federation, and only five of them (3.6% of the planned annual budget expenditures of the Republic of Dagestan) are aimed at developing the production of market goods. The annual share of the planned expenditures of the budget of Makhachkala for the implementation of the National Programme of the Russian Federation Development of Education within the period 2019–2023 is on average 57.5%. Conclusions. The high social load on sub-federal budgets hinders the growth of budgetary self-sufficiency in a heavily subsidized constituent entity of the Russian Federation.
