Abstract

This chapter relies on the officially published data to discuss the government responsibility in educational fiscal expenditures in terms of achieving the goal of 4. In 2011, the education expenditures in the public finance budget, including extra charges of education funds, were 1782.174 billion, with a growth of 25.83 over the year. The Ministry of Finance also set up a special fund, rewarding those provinces that will achieve these indexes in time; the Ministry of Education will consider the results of this evaluation analysis and carry out corresponding measures to deal with school setup, degree conferral setup and enrollment plan in provinces. Adequacy, equity and efficiency are three major indexes to measure a country's fiscal investment on education. In terms of educational expenditure direction, the newly added education expenditure should enlarge the proportion of investment to the public expenditures.
