Abstract

The recent years have witnessed that it is an important objective for policy makers and public housing suppliers to understand housing market from the viewpoint of housing consumers. This study explores English housing survey in three ways to draw useful implication. First, it is found that English housing survey includes detailed information that allows the UK government to make effective housing policies. Second, it is found that housing consumers in England can be classified into four groups which have several sub-groups showing different characteristics in terms of household composition, income, housing costs, and affordability. An interesting point is that a lower-income group has a greater number of sub-groups than a higher-income group, indicating that the former shows more diverse housing needs in terms of housing welfare.
