Abstract

Subject Withdrawal of the AU peacekeeping mission in Somalia. Significance The African Union (AU) in February endorsed a new concept of operations (CONOPS) for the AU Mission in Somalia (AMISOM), charting a potential path to withdrawal by the end of 2021. AMISOM must now reconfigure itself to implement its exit strategy and support the Somali government’s “Transition Plan” to build domestic security capacities. Impacts Despite rhetorical threats, Burundi is unlikely to withdraw its entire AMISOM contingent of around 4,000 troops. A new assessment of non-SNA regional forces revealing around 20,000 troops and police will increase pressure for more military progress. UN envoy Nicholas Haysom’s expulsion for voicing concern over alleged abuses begs questions over the room for engagement with authorities.
