Abstract

Following a 1939 visit to Palestine, Dr. Walter Clay Lowdermilk and his wife Inez embarked on a lifelong mission to support the Zionist cause. In the political realm, Walter, who was Associate Chief of the US Soil Conservation Service and a gentile, lent his voice to support the Zionist cause in the debate concerning the absorptive capacity of Palestine. In the technical realm, Walter outlined what became known as the “Lowdermilk plan” – a water development project that led to the creation of the Israeli National Water Carrier. This article examines the Lowdermilks' contribution to the Zionist project and the new State of Israel.
