Abstract
After a prolonged and delayed process, Vice President Joe Biden has started planning his presidential transition. Meanwhile, President Donald Trump and his allies have refused to concede the election and are planning a series of lawsuits to overturn the results. While these lawsuits will almost certainly fail, they add yet another measure of uncertainty and confusion to a campaign that has had more than its fair share of unprecedented actions and events, including COVID-19. It's hard to overstate just how much COVID-19 changed this election cycle.
