Abstract
Well-being and poverty eradication is focal issue in debut and policy making world over and cash transfer programmes and schemes along with public service schemes emerge as technique of social protection and short run poverty mitigating scheme popularly in Latin American and other development nation. Mere implementing schemes for poverty eradication through cash transfer is not enough for vulnerable components of society but it requires hammering on causes that lead to vulnerability. Paper discus that,individual and social vulnerability causes due to insufficient individual capabilities and lack of sufficient opportunity to attain the required capabilities. Hence deliberations in the paper suggest for altering orientation of cash (capital) transfer schemes across the countries and it shall need to seen through the lens of capabilities approach. Further this paper categorically discusses cash transfer policies, schemes and programmes relational to education, employment generation and health sector implemented in India as a medium for cultivating individual capabilities along with constitutional provision which strengthen the cash transfer policies.
