Abstract

There is no clear definition of terrorism in Germany. However, there are regulations in the German Criminal Code (StGB) that include the word "terrorist organization". While § 129a StGB regulates the crime of establishing a terrorist organization, § 129b StGB regulates how to punish terrorist organizations if they are based abroad. Although the aforementioned regulations are evaluated in terms of their historical dimension in this study, they are discussed in terms of the fight against terrorism. In this framework, the concept of terrorism is tried to be explained.
