The author describes the Agreement, establishing the Independent Transmission System Operator, Inc., Transmission Company, Inc., and Transmission Company, LLC (Alliance Agreement) which is the umbrella agreement signed by the five Companies. It reflects the parties' commitment to establish a Regional Transmission Organization (RTO) following the receipt of required governmental approvals. The RTO will be either an independent, for-profit transmission company, referred to as the Transmission Company, LCC (Alliance transco) which will be owned in part by a newly-created public company (Alliance publico), or an independent system operator, referred to as the Independent Transmission System Operator, Inc. (the Alliance ISO).
