Abstract

When developing employment, it is important to take into account that the quality and standard of living of people depend on it. In order to improve the quality of life, consistency is needed in solving problems only through the joint efforts of all levels of government, namely federal, regional, municipal. The ultimate goal of implementing any strategy (global, national, regional, industry, corporate and personal) according to the theory of strategy and methodology of strategizing V.L. Kvint is to improve the quality and standard of human life. The identification of interests in the development of employment of the population of the region is the most important stage of strategizing, since the definition of the real situation will allow us to form such priorities that will not only correspond to trends, but also meet the employment needs of the population of the region. In identifying the coherence of strategic global, national and regional interests in the development of employment in the Amur region, the interests of the global level presented in the UN Sustainable Development Goals, the report “Working for a better future” of the ILO Global Commission on the Future of the World of Work are analyzed. The interests of the national level reflected in the objectives of the National Project “Demography”, as well as in five federal projects subordinate to it. At the regional level, interests are demonstrated in the tasks of three programs of the Amur region.
