Abstract

Abstract The support and promotion of national champions or ‘flag carriers’ in the air transport industry has been a key element of national aviation policies of patriotic interventionism throughout the post-war period. Under the state-centred international regime, founded on the principle of absolute national sovereignty, which has governed the industry since 1944, governments have used their powers to promote the interests of their national industries in general and those of the flag carrier in particular. At the centre of the national aviation system, the national champions of the air transport sector have been largely state-owned, protected by extensive and detailed regulations, and have derived their funds exclusively from the public purse.
