Abstract

Two of the three basic functions in the air transport system (pickup and delivery of cargo and air terminal operations) are entirely surface operations. Partly because of surface operations, 80 percent of total air freight transit time can be consumed on the ground. Many of the ground problems surface access to airports, increasing congestion, lack o f terminal space, and regulatory conflicts-must be solved by the Civil Aeronautics Board, the Interstate Commerce Commission, or the individual airports. Thus, the air freight industry must wait for these organizations to improve ground facilities. Difficulties may well be compounded when subsonic jet transports crowd further the flight paths and terminals. In order for the air transport industry to continue prospering and growing, the problems it faces must be coped with now.
