Abstract

Summary Kjell J. Havnevik, ‘Aid Cooperation: What Kind of Partnership? Experiences with Technical Assistance to Tanzania and East Africa’, Forum for Development Studies, No. 2, 1992, pp. 163–180. The article attempts to analyse the donor-recipient relations connected with technical assistance to Africa. The article contains and alalysis of the background and evolution of technical assistance as well post colonial development in Africa with particular emphasis on Tanzania. The major objective of the article is to analyse the character of donor-recipient relations using concrete evidence from technical assistance activities and programmes of the Norwegian Aid Agency (NORAD) and the World Bank in Tanzania. Hence the more basic content of these relations in terms of biases, imbalances and dependency are identified and analysed.
