Abstract

In response to All-Volunteer Force system and Armed Forces Restructuring, MND has focused on the following logistics strategy including national resources outsourcing, implementing logistics outsourcing transformation, and introducing performance based logistics (PBL). Considering various types of PBL models, there are choices to be selected on the basis of Business Case Analysis (BCA). In order to meet the PBL requirement under specific condition, BCA process is required to be tailed and adjusted. Therefore, PBL alternatives selection and BCA assessment model have been recognized as one of the critical issues in exploring the PBL strategy。 The AH-64D helicopter case study was conducted for discussing PBL optimum alternatives and establishing BCA model. By means of qualitative approach including expert interview, literature analysis, and case study, the best value alternative for AH-64D helicopter has been selected. In addition, based on pertinent PBL evaluation metrics collected and conducting grey relational analysis, the PBL alternatives were prioritized. The research results indicate that sub-system is most applicable for AH-64D PBL alternatives selection. Besides, among the relevant sub-system alternatives, the most prioritized is MTADS and followed by Airframe and MPNVS.
