Abstract

The World Bank's lending policy for agriculture has undergone great change since its lending operations began in 1946. Dr Yudelman details the evolution of the Bank's attitude to agriculture and discusses the present emphasis it places on lending for small farmers as part of a general policy for promoting rural development. He illustrates the Bank's experience in this area and emphasises the need to develop mechanisms for monitoring and evaluating projects in order to provide guidance for effective implementation of future projects and an understanding of what constitutes a viable rural development project.
