This paper was written when all the authors were associated with the International Rice Research Institute. An earlier version of this paper was prepared when the first two authors participated in the ILO Comprehensive Employment Strategy Mission to the Philippines, June-July 1973 (ILO [10]; pp. 441-452). In this paper, however, both organization and substance have been completely revised.
