MaguireSearch for more papers by this authorhttps://doi.org/10.1596/9780821386842_CH02AboutView ChaptersPDF (0.5 MB) ToolsAdd to favoritesDownload CitationsTrack Citations ShareFacebookTwitterLinked In Abstract:Analyzes the role of Agricultural Education and Training (AET) as a creator of capacity and supplier of the human resources that populate key segments of agricultural innovation systems (AIS) and enable more effective system functioning even though past neglect and low levels of investment have prevented many national AET systems from equipping graduates to meet the needs of modern agriculture. In addition to technical skills, new “soft” skills, such as leadership, communication, negotiation, facilitation, and organizational capabilities are essential for AET graduates. Constraints on AET include; ( 1) weakness in policies that guide AET, (2) divided responsibilities for parts of the AET system, (3) poor governance of AET institutions, (4) isolation of AET systems from key stakeholders, and (5) serious underinvestment. Priority for reform is in the development of a policy framework and management capacity for guidance which will have wide implications for AET, interministerial cooperation, financing, and stakeholder involvement.
