Agenda Setting dalam Perencanaan Pembangunan Perbatasan di Kepri Tahun 2015
Bondary not only separate territories that are owned by different communities or countries but also ensure the safety and well-being balanced between each area concerned. Riau Islands Province is leading directly adjacent to neighboring countries such as Malaysia, Singapore, the Philippines, and Thailand. Conditions islands region in Riau (Riau Islands) are very much separated by an ocean, the area is 252 601 km2 area consisting of 1,350 islands and 96% Ocean thus making control range of the government in development planning very difficult. This study will look at how the government’s Agenda Setting in the border area development planning Riau Islands, which will discuss the issue and political currents flow in the policy agenda to the policies made by the government of Riau islands as border regions.The method used in this study is qualitative. The study was conducted in Regional Development Planning Board (Bappeda) Riau Islands Province, the Regional Border Management Agency (BNPPD) Riau Islands Province and Commission III of the House of Representatives (DPRD) Riau Islands Province. Data collection techniques performed in this study were interviews, collecting data document written and unwritten, and non-participant observation. Results from this study is the first, the flow of matter to explain the issues and problems that occur on the border of Riau Islands namely the problem of limited infrastructure such as facilities and infrastructure such as facilities and infrastructure of housing, education, health, security, and also facilities and transport infrastructure, telecommunications, and Other causes of this region have low accessibility and isolated from the surrounding region. Secondly, the flow of Politics explains the policy process and then view and objectives to be achieved still has a perception about the construction of the border is still different, the level of public participation, NGOs, academics and NGOs are still relatively low, the handling is still partial, sectoral and yet integritasi, coordination has not gone good, both among sectoral, national level and between the central government and local governments, commitment and development budget in the border area is still relatively minimal. Third, Flow Policy describes several emerging priorities namely, development of processing industry, fishery and tourism in a sustainable manner in order to support the sector of maritime, increasing production and agricultural productivity, as well as self-reliance and food security community, Improved connectivity between regions and between the island and the means and basic infrastructure of society, Improving the quality of the environment and forestry, natural disaster mitigation and climate change, peningatan quality human resources and well-being equitable and civilized society, Improving the quality of public services and good governance.

In the Riau Islands Province which is a problem in the border region, among others, is the very wide stretch of border areas, still lack of management of potential and natural resources both state and private, handling border areas that have not been maximized and are still partial or sectoral, education and welfare levels which is still low compared to people in neighboring countries such as Singapore and Malaysia, the lack of security and defense facilities and infrastructure which can lead to weak supervision of violations of state borders, and the lack of integration of programs and activities in border area development.The formulation of the problem in this study is: How are the efforts to Build a Border Area in the Riau Islands Province in order to find a solution to improve community welfare on the front islands. The aim of the study was to find out how the government's efforts in Building Border Areas in the Riau Islands Province in order to improve Community Welfare on the Leading Islands. This study uses library research methods, namely by using secondary data from sources that are used as objects of research, both books or literature, electronic media (internet sites), online media, which have to do with the problem of this research. Data collection in this study was conducted using library studies. The efforts made by the Riau Islands Provincial Government to find solutions to improve the welfare of the people on the leading islands are the Launching of the Integrated Border Area Movement Development Program (Gerbangdutas) in Natuna Regency, Accelerating rehabilitation of habitable homes, markets, schools, health centers, Village and Village Development Acceleration Program (P3DK), efforts to resolve national borders, and increase electrification, especially in small islands and remote areas through the construction of solar power plants, micro hydro power plants and power plant technology development Electric Power and construction of ports / piers in the border area. On the other hand, because of the strategic nature of the Riau Islands Province, it needs to be supported by good connectivity, especially sea connectivity. Therefore, a number of ports and ferry boats are built which are a priority so as to reduce intra-regional and inter-regional disparities. Batam as a city that also borders directly with neighboring Singapore is used as an industrial, tourism, shipping and service area. Another form carried out in the context of building border areas is by implementing the Sea Toll Program. It is expected that with the relationship between sea ports, there will be smooth delivery of goods to border areas. The Sea Toll Program is carried out, especially for the Riau Islands Province because the Riau Islands region has many seas. Whereas in the field of infrastructure, especially related to infrastructure, the Provincial Government of Riau Islands and PT. PLN in Riau Region and Riau Islands faces many obstacles, especially for border areas with many disruptions and constraints, especially because the condition of the Riau Islands is the sea, in addition to weather and climate factors which are often uncertain and the absence of port loading and unloading facilities.

Kepulauan Riau, which is located in the border area, is endowed with a lot of potential of fisheries and maritime resources. It has high potential on leveraging blue economy of Indonesia. The waters of the Kepulauan Riau presenting the beauty of the sea from the coast to its underwater natural charm such as coral reef ecosystems and marine biota, provide important prospects for the Kepulauan Riau to be able to increase the blue economy through sustainable tourism. For this reason, this study aims to find out what programs have been carried out by the government and civil society in order to realize sustainable tourism in the Kepulauan Riau. This research uses descriptive qualitative research method. The key findings of this research shows that even though Kepulauan Riau is one of the primary target of traditional and non-traditional strategic market of ASEAN, however, the enforcement of sustainable tourism remain deal with several obstacles and challenges that come up with uncompleted goals of the blue economy.

The position of the Riau Islands Province border area with Singapore is very strategic. Even though it has great potential to contribute to economic improvement, this position has not been utilized optimally, even though border areas are an attractive entry point for investors who intend to invest their capital. The aim of the research is to examine the Riau Islands Province Border Management Model based on Integrated Border Management (IBM) which refers to IBM parameters and competitiveness parameters as an effort to increase competitiveness in the investment sector. This research uses a qualitative analysis approach. The research results show that there are obstacles in the management of the Riau Islands-Singapore Province border area in the form of geographical, legal, management and security obstacles. Meanwhile, investment mechanisms and procedures in the border area of Riau Islands Province with Singapore are not complicated and are regulated using a server. The Integrated Border Management (IBM) implementation model in managing the border between Riau Islands Province and Singapore to increase investment competitiveness uses the Single Window Model which is an integrated public service system.

Riau Islands is its territory, mostly surrounded by the sea, and is an international trade route in the Strait of Malacca. Batam is one of the areas included in the Riau Islands and is directly adjacent to neighboring Malaysia and Singapore. The border area owned by Batam has strategic problems to be studied. From this problem, the condition of the border area can harm the site, one of which is people smuggling. So, from this, the researcher aims to examine the problem of handling people smuggling crimes in the border area of the Batam City case study. The research method carried out is descriptive qualitative. Researchers also obtained primary data from various interviews with related agencies and different secondary data in addition to completing this study. The interim result of this study is the problem of transnational crime. This study’s provisional result is that international crime is crossing the boundaries of a country whose actions have detrimental and dangerous effects. One of the ways to overcome this problem is the United Nations Convention Against Transnational Organized Crime (UNTOC), which aims to eradicate transnational organized crime, one of which is related to people smuggling. In Indonesia, there is Law No. 6 of 2011 concerning Immigration, which also regulates people smuggling crimes in Indonesian territory, including Batam City. This law is one of the efforts to prevent people smuggling crimes. The border area as the front guard in maintaining the stability of the Republic of Indonesia must be maintained and supported. Because people smuggling has very potential as a gateway in and out of international criminal acts such as narcotics, human trafficking.

The purpose of this research is to analyze the development planning process in the Riau Islands in 2020 which is not optimal. The development planning process is analyzed and described using three indicators by Willian N. Dunn's development planning evaluation theory, that is: (1) efficiency; (2) equality and (3) responsiveness. The research method used is a qualitative research method. The results of this research indicate that although the development planning process starting from the phasing and scheduling carried out by the Riau Islands Provincial Government in the preparation of the 2020 Regional Government Work Plan has been appropriate and stakeholder participation in the Musrenbang is also quite good, the work achievements contained in the regional head performance agreement at the end of the year it was found that 25% of the performance targets had not been achieved.

This study uses survey methods and interviews from several respondents in the district of Anambas Islands, Riau Islands Province. Several findings related to the challenges and prospects of airport development in the border area have a positive impact on the community on the border, especially in the Riau Islands Where this area is almost 96% consisting of interview data which shows that 90% feel the benefits and 10% provide input for the next development, making the essence of the airport in the border area very much needed. This research aimed to anlayze the implementation of border management policies in Riau Islands Province, which at the provincial level, state border management policies were coordinated through government bureaus and borders. Research problems included the coordination of the implementation of state border development programs that have not yet been integrated, the weakness of institutional institutions that oversaw national border policies and the needs for commitment by state administrators to be carried out in the form of programs/ activities in border areas. This study used a qualitative approach with descriptive methods. Data analysis was conducted based on George Edward III's Policy Implementation theory, covering aspects of communication, resources, disposition and bureaucratic structure. The conclusion of this study was that the implementation of sectoral coordination and ego was still a problem, including bureaucratic fragmentation with diffused subjects, making implementation of policies less directed and integrated. Strengthening the border issues became the development program in the Riau Islands Provincial Government to to improve the welfare of the people in the border areas. The program should be then included in the Regional Development Plan (RPJMD).

Potential blue economy in border area is not yet a priority, the problem of marine zoning for Marine Protected Area (MPA), maritime connectivity, market access, competitiveness of the commodity, and many more. For border area, the collaborative governance has been built in order to optimize blue growth. Bintan is one of islands in Kepulauan Riau Province that has a lot of socio-economic maritime potential. Bintan has been well-known of potential area in national border of Indonesia, Malaysia and Singapore. Marine-based natural resources are urgent for stakeholders in the Kepulauan Riau in order to get excellencies and competitiveness in global maritime economy. This study aims to analyze the urgency of sustainability of the blue economy in Global Value Chains (GVC), based on the potential of the maritime economy in Bintan Island, Kepulauan Riau for economic sustainability, improving welfare, and the sustainability of ocean ecosystems. This research uses qualitative research method that found that areas that have the potential of valuable ecosystem that support the blue economy in Bintan Island, especially on Mapur Island as the target location of this research.

Providing space for sub-state actors’ actions at the micro-regional level is a significant trend in advancing regional integration in ASEAN. Transnational activities have contributed to the trade development and optimization of each country’s local production, a strategic goal, and micro-regions have emerged as critical players in this activity. Regional integration will be localized if sub-state actors play a significant role and engage in smaller regionalism activities, such as in border areas. With the goal of encouraging prosperity and reducing development gaps, especially for people in border areas, this research examined the collaboration of sub-state actors across ASEAN countries as an alternative development paradigm. Alternative research hypotheses applicable in various scientific disciplines were included in this research through a qualitative analysis method and a reflective case study approach. This research focused on the roles and activities of sub-state actors in border areas such as the Riau Islands with Malaysia and Singapore, who could work hard together with other sub-state actor entities through the support of a strong leadership network to take quicker and more efficient actions to overcome various issues. This research strengthens the existing literature by discovering that the collaboration of sub-state actors between countries in the border region has played a big role in encouraging the border community to advance and compete in the international arena, and ASEAN has become an institution encouraging and guaranteeing equal development for people in the border areas.

Tahuna (North Sulawesi) and Natuna (Riau Islands) are included in the 3TP (underdeveloped, remote, outermost, and border) areas and use sea transportation to support for their economic activities. High inflation and price disparities are economic problems in this area. “Tol Laut” is government initiative designed to distribute essential basic goods, through a subsidized sea transportation system. These routes connect the economic hub in Java with the 3TP areas. The analysis process uses a mix method, quantitative and qualitative analysis. Port Assessment analysis using weighted scoring, Supply Demand Analysis using index consumption demand, and Regulation Review. To evaluate the implementation of Tol Laut, it focuses on aspects of port location, connectivity, port facilities, potential feeder ships, production performance, hinterland, as well as administration and commerce. Tol Laut in Tahuna can fulfill the supply-demand of essential basic goods significant quantities around 30% from local demand and is supported by the regional government’s commitment, allowing Tol Laut to reduce price disparities. On the contrary, Tol Laut in Natuna can only the supply 16%, resulting inability to control price disparities effectively. There is an urge to optimize and coordinate regarding Tol Laut by involving agencies for the successful enforcement of regulations.

The rural coastal development in the Riau Islands still shows stagnation for achieving its arrangement. To maximize the sustainable development benefits on rural coastal with maritime recognition in the Riau Islands, it is crucial to align the rural government responses with the specific needs and challenges faced by each rural area. This approach can help minimize the tendency for such initiatives to fail. Through the use of qualitative descriptive research design, researchers emphasize the technicality of primary data collection with key in-depth interviews from the rural community, local businesses and also empower academics which expertise relevantly. Gradually and systematically, information was collected and managed to produce a valid and reliable conclusion. The research results illustrate that each rural characteristic shows a different picture of citizen trust conditions. However, there is a major node of citizen trust vulnerability which includes aspects concerning, the plan for allocating needs and using rural development budgets that are misperceptions both shown by the citizen and the rural government itself. Thus strengthening the social learning process through the support of relevant in-depth inquiry from the sociology disciplines and anthropology concerning rural development will complement the efforts which fostering the sustainable citizens trust towards their rural government.

Public sector organizations are currently experiencing rapid development and change. As one of the public sector entities, the Riau Islands Provincial Government faces various challenges in realizing its vision and mission. In accordance with the 2021-2026 Regional Medium-Term Development Plan (RPJMD) with the vision of 'Realizing a Prosperous, Competitive and Cultured Riau Islands', one of whose missions is to Implement Clean, Open and Service-Oriented Governance. Various challenges in achieving this vision require serious attention, especially in the aspects of Transformational Leadership and management control systems applied to all OPDs in the Riau Islands Province. The purpose of this study is to see the effect of Transformational Leadership and management control systems on Organizational Performance with Organizational culture as an intervening variable. This type of research is Quantitative. The number of samples in this study was 318 respondents in the OPD of the Riau Islands Province. The researcher used the help of the SMART PLS software program, with an approach in modeling using the Structural Equation Model (SEM) analysis. The results of this study all research hypotheses were accepted and Organizational Culture was an intervening variable between Transformational Leadership on Organizational Performance and Management Control System on Organizational Performance.

Position of Indonesia-Singapore borders are ais very strategic, such a position, however, has not been optimally utilized. Borders area is an enticingentrance for investors. Accordingly, there will be a need of integrated management so as to be able to improve competitiveness mainly in the field of investment and trade. The reason why management model more suitably refers to the IBM because the model in some countries has successfully maximized function o fborders area. This research aims to study and give input into implementation of Border Management mainly Integrated Border Management (IBM) in the area of Indonesia Borders, especially Indonesia-Singapore Borders, as an effort to promote Indonesia competitiveness in the sector of trade and investment.
 This research employs single case study qualitative analysis approach. The research focuses on the making of competitiveness of investment and trade in Indonesia’s borders region (Riau Island), referring to IBM and competitiveness parameter so as to be towards single face inborders management in borders area. Location of doing research is Batam and Tanjungpinang. Informen are involved in this study could be Secretary and Staff of Borders Management Board of Riau Island Province, Workers of Riau Island Immigration Office, Tanjungpinang City Customs Office, BP-Batam, PT KSP and expert judgment Prof. Asep Warlan, Prof. Rusadi Kantaprawira and Agus GK (Komisi I DPR-RI)
 The results of the research demontrated that: (1) Impediments to Indonesia-Singapore (Batam-Bintan) Border Area Management are lack of manpower owned by Border Management Board of Riau Islands Province, increasingly global trade, lack of law and regulations of borders, (2) IBM based- border are a management has been running, however has not been so adequate in line with challenges of current border management, (3) Mechanism of trade and company permissions to run all their business transactions are done through one office, whereas investment procedure in Indonesia-Singapore border area is done through one roof policy, (4) Implementation of Integrated Border Management principle to management of border in the area of Indonesia-Singapore border has referred to the emerging of Single Administrative Document (SAD) and Single Window (SW), however implementation of Single Window in the area of Indonesia-Singapore border has not been optimal.
 The results of the research might contribute to development of management science mainly border management, and might be are ference to implementation of border area management strategy done by National Board of Border Management, in special Border Management Board of Riau Islands Province by referring to IBM (SAD and SW) insearch of moving towards single face in border management.
