Abstract

Hospitals have always relied heavily on bank and agency nurses. Even if there was to be a dramatic improvement in the shortfall of nurses in the NHS, the continuing demands of sickness rates, holiday cover and variations in clinical workload mean that bank and agency staff would still have an important contribution to make to patient care. Agency and bank staff are an essential component of the NHS workforce and should be valued accordingly. However, there have always been particular problems associated with their use and therefore recent findings of the Audit Commission regarding the use of agency and bank staff should hardly come as a surprise (Audit Commission, 2001).
