Abstract

This article attempts to illuminate the story behind the African push to allow mobile broadband into the 700 MHz band, which caught European policy-makers off-guard, at the World Radio Conference. It aims to show why African policy-makers have more to gain and less to restrain them, than their European counterparts have.
