Abstract

The article studies the problem of correlation of administrative discretion and administrative procedures. It is shown that administrative procedures have historically emerged as a result of realization of administrative discretion of the heads of executive authorities. It is substantiated that both administrative discretion and administrative procedures can be defined as trust (degreeof trust) given to executive authorities and their officials. In conclusion, it is hypothesized that in the foreseeable future administrative-procedural and administrative-discretionary regulation will periodically replace each other.
