Bailey has just finished a year's study of higher education and the 504 regulations for the Sloan Commission on Government and Higher Education, on which this chapter is largely based. Mrs. Bailey was instrumental in starting the HEATH Project while employed in Washington, D.C., as public policy associate for the College and University Personnel Association. This chapter also reflects the variety of her experiences with higher education and with government, including two years with the Boston office of the US. War Labor Board and three years with the federally-funded Syracuse University TTT Project on education innovations. She has observed the university scene for more than three decades as a faculty wife and a dean's wife, and has done editing, interviewing and research for her husband, Stephen K.
