Abstract

Introduction. The relevance of the study is due to the fact that the embodiment of the theory of globalization enhances the impact of external migration on the social atmosphere and the economic situation in the region. The aim of the research is to determine the adaptability of migration policy to modern challenges in the context of enhancing human potential, innovativeness of production, demographic growth, and increasing gross regional product. Materials and Methods. The research was based on the data from internal affairs bodies, migration services, statistical agencies, and the results of opinion polls. Foreign and Russian economic and sociological theories of migration formed the theoretical and methodological basis of the research. The systemic, demographic, historical, and geographical approaches were used. Results. Modern forms of constructive interaction of migrants, the apparatus of regional administration, local authorities, and public institutions have been consid- ered. The degree of influence of migration processes on the labor market and human potential, on the growing sectors of the economy has been identified. Estimation of the region’s competitiveness on the working and living conditions of migrants, as well as on the development of the migration infrastructure has been given. The risks of implementing educational migration programs, business migration, and attracting high-class specialists have been identified. The work of the Russian Foundation for Basic Research in the region has been assessed; the most attractive sectors of the economy for foreign investors have been identified. The indicators for assessing the contribution of foreign labor to the economy of the region have been calculated. Discussion and Conclusions. Practical significance for the selective migration policy is represented by the results of the analysis of the prospects for attracting highly qualified specialists to the region, proposals for the development of educational migration, and the results of calculations for assessing the contribution of foreign labor to the economy of the region. Further research may be focused on the increase in the fundamental nature of studying the degree of influence of migration policy on regional social and economic processes.

Introduction

The real situation in the economic, political and educational spheres hinders the development of intellectual and professional resources of technical intelligentsia. The study made it possible to identify the objective conditions (the economic situation of the country, the state of institutions of education, etc.) and the subjective factors (the degree and level of labor adaptation of technical intelligentsia to the ongoing socio-economic transformations of recent decades, job satisfaction, etc.) that characterize modern Russian technical intelligentsia. The study is based on the materials of the questionnaire “Features of Corruption-Related Crimes in the Nizhny Novgorod Region: A Criminological Analysis” carried out using specific tools devised by the authors – the developed scales making it possible to identify respondents’ attitudes to various corruption situations and the reasons that cause them by using a system of indirect questions (the projection method).
