The importance of the research, science and innovation as the key factors in prosperity is becoming increasingly relevant because humanity is on the verge of a new wave of transformational innovations, a new era in which digital technology is ever closer to the physical world. There is an urgent need to prioritize investments and to fill the gap with breakthrough innovations. It is important to formulate regulatory frameworks that will encourage, but not interfere innovation, and promote business innovation and business environments. A better understanding of the changes in the dynamics of science, research and innovation and their impact on the country will strengthen the response to a rapidly changing world, providing timely interference in the formation of innovation policy. The article presents the main features of nature of innovation changing: speed, complexity, concentration of benefits, consumers, costs. Identified and noted the most influential problems that hamper innovation development: hardware frameworks, blocked problems, inefficient multilevel governance. The advantages of introducing the concept of smart specialization in the regions are highlighted: the study of new market opportunities, the formation of easy knowledge sharing between different fields of knowledge, the use of appropriate diversity in the fields of knowledge, incentives for structural adjustment of the economy through the introduction of innovative practices in the economy and society. The innovation management model based on the interaction of Triple Helix, as synergy between all the innovation-related areas of social activity: research institutions, business, and government on regional level is presented. Social innovations as an instrument for implementing complex inter-sectorial interactions within the framework of strategies for sustainable development and economic growth of the region are noted.

BANKING INNOVATIONS: PERSPECTIVES AND THREATS OF ELECTRONIC BANKING SERVICES

Introduction. Nowadays, innovation is not the only economic phenomena, which affects the growth of productivity of factors of production, growth of volumes of production, structural changes, economic growth and national competitiveness, etc. Now innovations have become identified with development and improvement in all areas of the economy, including banking business. The purpose of the article is to disclose the concept of “banking innovations” and then to study the current state of electronic banking innovations in Ukraine, to identify the main threats, which influence the development of innovations in the domestic banking system, and determine the prospects for the development of banking innovations. Results. The article defines the notion of “banking innovations”. The current state of electronic banking innovations and the influence of the Internet development on the banking services are considered. The essence of Internet banking is also revealed and its distribution in Ukraine and in Europe is analyzed. In addition, the article presents the main threats affecting the development of innovations in the banking system of Ukraine, and specifies incident cases and their consequences in Ukraine and in the world. The prospects for the development of banking innovations are considered, the most promising banking innovations that could be launched in Ukraine were proposed. Conclusions. In general banking innovations in Ukraine are not independent development of truly innovative and unique products, services or technologies at the world level. It`s noticeable that there is development in the field of electronic banking services. The undisputed leader in the implementation of innovation at all levels of its own activities is the PJSC PrivatBank. There are highlight key areas for improving innovation in the banking system of Ukraine, such as: the formation of innovation policy, the development of distance servicing, and improvement customer service. In addition, with the development of technologies, new threats to innovation in the banking system are emerging. So there should be given a lot of attention in order to be in demand and banking institutions need to keep pace with global innovation and trends.

Challenges and risks of implementing innovative practices in higher education of Ukraine

The article deals with the introduction of innovative practices in Ukraine, their feasibility in higher education, challenges and risks that cause both progress and decline in higher education. The authors emphasize the need to introduce innovative resources in the field of adult education, because it is in the current crisis conditions that innovative digital resources are created. It is determined that the purpose of this article is to reveal the effectiveness of the implementation of innovative practices as an important object of development of higher education in Ukraine. The task is to study innovative practices: the challenges of today, the feasibility of application and avoidance of risks that could lead to the decline of higher education; review of the advantages and disadvantages of artificial intelligence resources: Gamma, ChatGPT. The authors characterize the peculiarities of the concepts of "innovation" and "innovative practices" aimed at ensuring quality education for higher education students in today's crisis conditions, in particular, full-scale invasion and lack of electricity. The author analyzes the feasibility of introducing innovative practices of the twenty-first century, which include applications of artificial intelligence, for example, Gamma, ChatGPT. The author emphasizes that higher education in Ukraine is significantly influenced by the European space, since education is based on the European-type structure, and, accordingly, the learning process is on the way to mastering them. It is found that the adult education system in European countries is imperfect, the biggest problem is ensuring quality teacher training, which should be given sufficient attention, since the basis of qualitative education is highly qualified specialists. In conclusion, the author emphasizes that the preservation of the intellectual potential of the nation in the difficult conditions of the twenty-first century, characterized by the challenges of society, depends on the introduction of innovative practices in higher education in Ukraine.

The article considers the main forms of social security and social guarantees at the national level, in accordance with the current legislative and regulatory support, state target programs and existing infrastructure. The aim of the article is to represent modern directions of institutional support of social innovations for balanced development of social and economic systems. It has been determined that one of the main directions that contribute to the processes of generation, production and dissemination of social innovations is the institutional support of innovation. Accordingly, the basic bases of state support for these processes are ensuring the institutional development of innovation infrastructure and the interaction of civil society with state and regional authorities and local governments. The coordination of the activity of the Ministry of Social Policy of Ukraine by areas of activity, the most significant world tendencies of support of social innovations and institutional support of social innovations by leading educational institutions through the implementation of educational programs have been analyzed. It has been established that a necessary prerequisite for intensifying social development and implementation of social innovations is institutional support at the national level, which will coordinate the implementation of social initiatives, which can be further produced as social innovations. Therefore, the imperatives for the development of the social component are social innovations, which are characterized by non-standard, but effective solutions to social problems, the priority of which is the social (qualitative) rather than economic (financial) effect. The diversity of social activities of the Ministry of Social Policy and the diversity of ways of its interaction with civil society, but program-targeted conceptual areas, measures and programs to promote social innovation at the national, regional and local levels are currently absent, but the main interest in a wide range manifestations of social innovations and opportunities to raise funds for their financing belong to the initiatives of non-governmental organizations and social entrepreneurship. Accordingly, the main institutional structure that can provide support for the generation, production and dissemination of social innovations is the Ministry of Social Policy of Ukraine, respectively, at the regional level, such structures may be local state administrations. Creation of the institutional infrastructure for supporting social innovations to ensure sustainable development of the region

Availability of appropriate institutional infrastructure is the prerequisite for the dissemination of social innovations for sustainable (balanced) development of the region. It should be considered from the viewpoint of the interrelated work of all participants of the innovation process in the region (local governments, scientific and educational and research institutions, business sector, institutions supporting innovative activity), provided the introduction of socially oriented programs, projects, platforms, startups, the public benefit of which will be manifested at the regional, national, and international levels. The insufficient regulation of some issues of the development of innovation infrastructure and the low level of financing of all elements of innovation infrastructure leads to some unsystematic and inconsistent development, especially at the regional level, which is confirmed by significant interregional imbalance in the placement of institutional infrastructure of innovation activity. Priorities of the development of social innovations through the prism of the institutional infrastructure of innovation activity at the regional level are established. The proposed structural and logical construction of assistance to the formation of institutional infrastructure to support social innovation in the region on the downward principle is built on balanced development of the ecological, social and economic components of the region. The authors note that the generation, production and dissemination of social innovations in the regions may be intensified through the creation of science-education and research centers with appropriate state support, as well as the introduction of regional instruments for preferential lending to socially-oriented enterprises, technology parks, technopolises, innovative business incubators and business -accelerators.

Післявоєнна відбудова України вже сьогодні вимагає вироблення відповідної стратегії соціально-економічного розвитку країни, тому особливо необхідною стає реалізація концепції інноваційного розвитку, що дасть можливість відбудувати українську економіку на новому технологічному рівні.У цьому контексті розглянуто основні напрями інноваційної політики в країнах, що здійснювали післявоєнну відбудову економіки (Японія), країнах Південно-Східної Азії, які пройшли шлях «наздоганяючого розвитку» (Сінгапур, Республіка Корея), а також у Китаї, який демонструє значні успіхи в модернізації економіки. Інноваційна політика в цих країнах включала: відповідну державну політику з виокремленням пріоритетів інноваційного розвитку; законодавче регулювання відносин у сфері інноваційної економіки; активне державне фінансування досліджень, розробок і освіти; цілеспрямоване формування і підвищення ефективності людського, інтелектуального і креативного капіталу; створення особливої інноваційної інфраструктури та інститутів підтримки інноваційного процесу; тощо. Важливу роль у цих процесах відіграли зовнішньоекономічні чинники – залучення багатонаціональних корпорацій, прямих іноземних інвестицій, використання зарубіжних технологій, ноу-хау та ін.На основі вивчення зарубіжного досвіду запропоновано деякі компоненти інноваційної політики, що можуть бути застосовані при формуванні інноваційної політики в Україні, зокрема: проведення комплексної стратегічно орієнтованої політики з визначенням пріоритетів інноваційного розвитку; пріоритетність фінансування R&D з боку держави, приватного бізнесу та інших недержавних структур; формування сприятливого бізнес-середовища; розвиток людського, інтелектуального, креативного капіталу. Перспективним є використання зовнішньоекономічних чинників, у першу чергу міжнародної науково-технічної кооперації, залучення філій високотехнологічних багатонаціональних корпорацій, формування міжнародних науково-технічних альянсів, включення в глобальні ланцюги створення вартості та ін.

Digital economy policies and breakthrough vs. incremental innovation: evidence based on patent citation data from China listed companies

This study investigates how digital economy policies influence firms’ breakthrough and incremental innovations, with particular attention to the underlying mechanism of human capital upgrading. The analysis yields three key findings: (1) digital economy policies significantly promote enterprises’ breakthrough innovations while suppressing their incremental innovations; (2) these policies significantly promote breakthrough innovation in non-state-owned enterprises (non-SOEs), high-tech and large-scale enterprises, but suppress it in small and medium-sized enterprises (SMEs), and reduce incremental innovation in state-owned enterprises (SOEs) and high-tech enterprises. (3) digital economy polices affect breakthrough and incremental innovation by promoting the accumulation of high-quality and high-skilled labour. This study contributes to the existing literature by shifting the analytical focus from regional digital economy development and enterprise-level digital transformation to the regional policy level. It reveals the heterogeneous effects of digital economy policies on breakthrough and incremental innovation within a unified framework based on patent citation data. Furthermore, it offers a theoretical explanation for these effects through the mechanism of human capital upgrading. Based on these findings, this study proposes policy recommendations aimed at enhancing digital economy policy leadership, formulating differentiated digital economy policies, balancing breakthrough and incremental innovation, and leveraging digital economy policies to promote the upgrading of human capital.

Problems of Formation and Realization of Innovative Systems of Hotel and Restaurant Business

Actuality. Many factors, both positive and negative, influence on the formation of an effective national innovation system as a complex of legal, financial and social institutions that provide innovative processes. In the modern globalized world, national innovation systems depend on a large extent on the political situation in the world and the cultural characteristics of each country. Creation and dissemination of fundamentally new technologies, products and services is becoming increasingly relevant. Purpose and methods. The aim of the study is to analyze the formation and implementation of national innovation systems in different countries all around the world, the introduction of innovative practices in the hotel industry, the definition of the features of state innovation policy, as well as factors that have a positive or negative impact on the national innovation system. The following methods have been used to solve the research tasks: historiographical, comparative, methods of analysis and synthesis. Results. The results of the study have showed that national innovation systems have been increasingly developing and improving, because the modern economy is characterized by its innovativeness. The most advanced are the innovative systems in the United States and European countries. As for the introduction of innovative practices in the hotel industry, the championship belongs again to the US, the European countries, Japan. Conclusions and discussion. On the basis of the analysis of national innovation systems, we can conclude that under current conditions, the innovation system needs constant improvement. The successful development of the national innovation system is supported by a clear strategy of state policy in the field of innovation; rational use of existing innovation potential; strengthening cooperation between the research and the private sector; introduction of best international experience.

Developing Ecosystems of Social Innovation in the Context of Creating Regional Innovative Subsystems

Innovative economic development is one of the priorities of state policy at both federal and regional levels. At the same time, special attention is paid to the formation of regional innovative subsystems, since effective functioning of the national innovative system is not possible without their development and interaction. The article focuses on the main problems of creating regional innovative subsystems in Russia with an emphasis on forming the ecosystems of social innovation. This issue is quite relevant as technological innovations prevail among Russian studies devoted to regional economics and management practices. At the same time, global experience shows that social innovations can make a significant contribution to solving many issues of economic and social development of the territories and regional development growth. In this regard, the author proposes to identify the regional socio-innovative subsystem within the framework of the regional innovative subsystem and to analyze its development from the point of view of the ecosystem approach. The article presents an overview of key issues of implementing social innovations and creating social innovative ecosystems in Russia dealing with both theoretical and practical issues of the topic under consideration (underdevelopment of theoretical and methodological basis of research on social innovations, underdevelopment of existing legislation in the sphere of social innovations, lack of statistical records and information about social innovations, low level of social activity of the population). The author emphasizes the main drivers and barriers to the development of social innovations and suggests the main directions of solving the identified problems in the context of developing regional social and innovative ecosystems.

The Awakening Role of Design in Social Innovation

Amidst societal transformations including economic, political, social, cultural, and ecological realms, social innovation has emerged as a burgeoning field of research and practice. Influenced by societal demands, there has been a paradigm shift in design methodologies and objectives. Diverging from conventional process-oriented design approaches, this paper advocates for an outcome-oriented perspective. It comprehensively explores how design can catalyze "awakening" in social innovation through its intervention at the levels of objects, actions, and outcomes. By emphasizing this shift, the paper offers insights into how design can effectively engage with and contribute to social innovation endeavors.This paper conducts a literature review to analyze the current status and characteristics of social innovation and social innovation design. 1) Social Innovation: Social innovation projects possess four fundamental attributes: innovativeness, practicality, societal participation, and locality. They generally follow six developmental steps: problem identification, action theme determination, involvement of relevant stakeholders and institutions, solution formulation and implementation, retrospective analysis (forming event prototypes), and promotion and diffusion (becoming an incubator). 2) Social Innovation Design: Social innovation design aims for societal transformation, driven by social change, engaging in collaborative design activities. It solely aims at catalyzing positive social change, differing from traditional design in research methods, design objects, and output outcomes. 3) Design intervention in social innovation is not only a necessity for the development of social innovation but also an inevitable consequence of the evolution of design discipline. Existing design tools have accumulated a wealth of mature innovation methods and have been widely applied in fields such as product design, interaction design, and service design. However, due to the lack of a comprehensive discipline system in social innovation design, the role of design in social innovation often remains underutilized. Design requires a more proactive approach to address societal changes.This paper comprehensively discusses how design can play a constructive role in various stages of social innovation through specific case analyses of six social innovation projects including the Di Gua Community and Otera Oyatsu Club. Using deductive reasoning, the paper analyzes and summarizes the perspectives and methods of design intervention in social innovation, concluding that design can "awaken" social innovation in terms of its objects, actions, and outcomes—awakening social consciousness among individuals and facilitating communication between individuals or organizations; stimulating participants' innovative thinking and actively engaging them in social innovation activities, becoming project drivers; and transforming participants into a group with design thinking, some of whom may evolve into future initiators of social innovation, forming a virtuous cycle. This design approach is defined as "social awakening design," aiming to provide researchers with a conceptual framework for design intervention in social innovation and encouraging rational design involvement in social innovation projects.

Conditions and Factors for the Development of Social Innovation

All countries of the world recognize social innovation as a tool for solving social problems. The work aims to summarize the results of the research in social innovation to obtain the complete picture of the key areas of their application, factors affecting sustainable development, and differences in replicating social innovation in developed and developing countries and the Russian Federation. The study used several methods of scientific research: (1) comparative thematic analysis of foreign and domestic scientific works, (2) the study of innovative processes in the social sphere based on open information sources (official websites of the Centers for Social Innovation in 51 regions of Russia and websites containing information about social innovation in 34 Russian regions where the Centers ceased to exist or were not created). The research generalized the positive and negative features of the development of social innovation for the countries of the world. The features of industry research on social innovation were indicated. The author distinguished the factors influencing the sustainable development of social innovation. Additionally, cross-country differences in social innovation were found. It was determined that, despite the long-term development of individual components of innovation processes in the social sphere, a mature management system has not yet been formed, which is inherent for developed and developing countries. The most complicated social innovation elements are their dissemination and performance assessment, for which corporate strategies are increasingly used.

Understanding the Linkage Between Social Innovation and Sustainable Development Goals: Some Insights of Field Research

Recent literature on social innovation highlights its conceptual ambiguity and fragmentation. Addressing this call, this paper examines how social innovation initiatives or projects fit in the sustainable development goals and in what way empowers citizens and communities towards serving their needs. Thus, 210 cases studies were analyzed across three domains in which social innovation can be understood: content, process and empowerment. For this a content analysis was performed. The results obtained demonstrate that the sustainability challenges more frequently addressed where those promoting social support at a regional level. Non-governmental organizations emerge as the main social innovators, in order to address the identified social needs. The results highlight the generation and provision of new services as the main output of the innovation process. Using the SDGSs as a classification system of social innovation projects seems to be very suitable.

Forming of Innovative Resources in the Context of Ensuring Sustainable Development of Regions

The problem of the formation of innovative resources in the context of sustainable development of the Russian Federation regions is an actual area of research, since the scientific discussion has determined that it is advisable to include innovative and institutional factors in the sustainable development triad. The key components of sustainable development, ensuring economic growth in the era of the sixth technological order are clarified and described. It has been established that modern innovative transformation in the context of sustainable development implies the introduction of IT technologies with a high degree of robotization of the production process, as well as the enhancement of information transfer procedures and the use of a large flow of information. Pursuant to the results of the study of the theory of innovative development, as well as the analysis and assessment of the Russian experience of innovation activity and the formation of innovation policy, the architecture of the strategy for the region innovative development has been substantiated. INNOVATIVE SOLUTIONS FOR ENSURING ENERGY SECURITY OF UKRAINE AND THE WORLD

The article examines the preconditions for the aggravation of the energy danger for Ukraine and the world as a whole, in particular in the context of the strengthening of the economic crisis and war in Ukraine. The issue of compliance by energy organizations with the International Climate Paris Agreement and the achievement of the Global Sustainable Development Goals by 2030 were studied. The component indicators of the global index of energy innovations were analyzed. The main global energy indicators and their results in 2021 compared to 2020 were monitored. The paper also estimates domestic electricity consumption in the world by country in 2021, as well as trends in the growth of global energy consumption in general and by continent in 2021 compared to 2020. The result of such trends was that the consequences of sanitary measures and the economic crisis of 2020 was felt mainly in the sphere of services, transport and carbon-intensive electricity production. The authors considered the key changes in the field of energy in the world in 2021 compared to 2020 and the dynamics of CO2 emissions related to energy in the G20 countries in recent years and based on this justified the forecast of European gas prices and the price of Brent oil to 2026 year. The main characteristics of countries with a high index of global energy innovation were considered. It was found that, for example, the Norwegian government had developed a strategy for carbon capture and storage (CCS), which aimed to identify measures to promote technology development and reduce the costs of CCS. It was found that the main goal of the EU regarding the share of renewable energy sources is 32% of the final energy consumption by 2030. This target was not distributed among the Member States, but the share of renewable energy sources in the Member States should be at least the same as in 2020. In the article, the authors examined the stages of state regulation of the innovation policy of the energy sector of Ukraine and substantiated the place of the energy sector in the national innovation policy of Ukraine. Formation of innovation policy in the energy sector of Ukraine requires definition of the concept and strategic plans of its innovative development. In particular, it was found that one of these priority areas should be renewable energy (wind, solar, etc.). The result of the authors’ scientific research is that the innovative system of the energy sector is a fairly developed network intellectual structure that connects research and design organizations belonging to different sectors of the economy. Using the potential of the positive influence of a number of important global factors should be the basis of the transformation of innovative management of energy industry organizations in Ukraine.
