Abstract
The article examines the activities of local governments related to the implementation of programs for the development of health-improving physical activity of the population. It provides a functional analysis of the state and local government activities on the management of professional and grassroots sports through the prism of the management cycle (planning, organization, motivation, and control). It also considers general and special principles of strategic planning for health-improving physical activity of the population as a separate independent field of local government operation (the principle of objectivity; the principle of independence; the principle of equality and the principle of observance of national interests). The article identifies factors that can positively influence the increase in the physical activity of the population (availability of sports infrastructure; availability of other infrastructure that promotes the development of physical activity; availability of services that promote physical activity; appropriate level of public awareness; affordability of sports infrastructure and services; ideology of "healthy lifestyle" of the citizens). It is substantiated that the development of health-improving physical activity of the population, especially in cities, should be carried out within the framework of the strategy of socio-economic development and in connection with the development of sports infrastructure. Local governments should focus their management activities in the field of health-improving physical activity of the population in such areas as investing in new sports infrastructure; capital repairs and reconstructions of existing facilities; promotion of the development of private organizations engaged in services in the field of physical fitness; implementation of targeted information interventions; promotion of a healthy lifestyle; conducting spectacular sports events that involve a large number of spectators. The development and application of relevant indicators for monitoring and evaluation of the development of physical activity of the population is an important element of the program-target management method.
