Abstract

This document sets forth the California Department of Food and Agriculture (CDFA), Citrus Pest and Disease Prevention Division (CPDPD) statewide Action Plan for Asian citrus psyllid (ACP) and Huanglongbing (HLB). This document details the program implemented by CPDPD to sustain and protect California’s commercial citrus production, residential citrus plantings, and natural resources.

Action Statement

The CDFA established the Citrus Pest and Disease Prevention Program (CPDPP) in 2009 to sustain and protect citrus in the state of California through the implementation of this Action Plan for ACP and HLB. CDFA implemented delimitation and survey techniques through the CPDPP to determine the extent of the infestation, and enacted state interior quarantine restrictions to contain the spread of ACP and prevalence of HLB and to protect areas where the ACP and HLB was not yet known to occur. In response to increasing number of HLB and ACP detections, the Citrus Pest and Disease Prevention Committee (CPDPC) recommended that CDFA seek dedicated resources to implement the CPDPP. Current scientific findings and recommendations, as well as updated federal and state regulations, policies, and/or industry practices are reviewed to ensure CPDPD’s actions are coordinated, scientifically based, transparent, and consistent with the goal of protecting California’s commercial citrus production, residential citrus plantings and natural resources.
