Abstract

Time is passing quickly for those companies that want to improve their bottom lines by eliminating costly tariffs on imported chemicals this year. Rep. Philip M. Crane (R-Ill.), chairman of the House Ways & Means Committee's Subcommittee on Trade, has placed a June 11 deadline on submitting bills for temporary duty suspensions. Getting Congress to suspend or eliminate import duties on products, including chemicals, is a time-honored process in the U.S. Every year or so, a bulky bill is passed that eliminates or at least temporarily halts customs fees on hundreds of items. Chemicals usually constitute a major part of that list. A measure passed by the House and still in the Senate this year, H.R. 435, is such a bill. At least 145 chemical compounds are listed in the legislation along with items such as snowboard boots, textile machinery, muesli cereals, and rocket engines.
