Abstract

최근 영유아 교육에 대한 교육복지 관리체계에 대하여 사회적인 관심도가 높아지고 있다. 본 연구에서는 어린이집과 유치원의 일원화과정에 대한 정책변동을 ACF모형을 통해 확인하는 것이 목적이다. 분석결과, 대립되는 신념을 보유한 유치원 어린이집 통합의 옹호 측과 현 유치원 어린이집 이원화체계 유지의 옹호측의 강력한 대결양성으로 사회적 갈등이 발생하고 있음을 확인하였다. 또한 그들 사이에 원만한 갈등해결을 위해서 정책중개자의 올바른 중재역할이 필요한 상태임을 확인하였다. 원만하고 실효성 있는 정책변화를 위해서는 시민들과 정책사업가의 적극적인 참여와 활동이 필요함을 제시하였다. 따라서, 영유아 공교육에 대한 서비스 질 관리 기제, 양성과정, 현직연수, 시설설치 기준 등 조정이 필요한 부분을 최대한 검토해 양 부문이 균등한 수준이 되도록 노력하여야 할 것이다.Recently, social interest in educational welfare management system for infant and child education has been increasing. The purpose of this study is to confirm the policy change for the unification process of infant school and kindergartens through the ACF model. As a result of the analysis, it was confirmed that the advocates of integration of kindergarten nursing homes with conflicting beliefs and the support of the advocates of maintaining the nursing home system of present kindergarten nursery have generated social conflicts. In order to resolve the conflicts between them, And that the correct intervention role is necessary. In addition, it suggests that active participation and activities of citizens and policy-makers are necessary for smooth and effective policy change. Therefore, it is necessary to examine the parts that require adjustment such as service quality management mechanism, training course, in - service training and facility installation standards for public education for infants and toddlers so as to make them equal to each other.
