Abstract

In any democracy, the legislature is the supreme organ of the government, as it consists of the representatives of the people. It reflects the will of the people and acts as a custodian of the interests of the people. The parliamentary system of government prevalent in India is based on the principle of collective responsibility. It means that the ministers are responsible to the parliament for their policies and actions. But, the officials (administrators) cannot be held responsible to the parliament directly. The present paper deals with the multi-functional role of legislature and its weaknesses as an institution of accountability.
