Abstract

American public administration as a whole is based on the United States Constitution and historical founding eras. As for public administration, it is based on constitutional, democratic, political, and administrative values. “The American founders gave us a constitutional system that embraces contending principles of good republican governance” (Morgan, 2013, p. 85). Public administration deals with, the constitution, federalism, anti-federalist, and founding eras. Often the question of opportunistic federalism arises when the anti-federalist approach is considered when addressing the implementation of more decentralized government. Decentralized government also includes contracting out public goods and services.
