Abstract

India signed and ratified the United Nations Convention on Rights of persons with Disabilities (UNCRPD), 2008 which has specified provisions for a completely accessible and barrier free environment for persons with disabilities.To incorporate the same the Ministry of Urban Development appointed an independent agency Samarthyam to conduct access audits of central government buildings in Delhi for their accessibility.This paper uses 3 of the the audited buildings as case studies to check whether the recommended changes (to make the buildings accessible) provided by the Samarthyam audit reports have been implemented or not. This paper also tries to pin point a certain department which has been responsible for the lag in implementation and proposes an idea to make India universally accessible.
