Abstract

A significant theoretical and practical work in the study of issues, related to the modeling of the architectural environment, has been made by architectural scientists for today. The use of architectural environment modeling method, opens up an opportunity to simplify the process of developing models of one or another architectural environment as a system, and will also contribute to improving the process of formulating efficiency criteria.
 Architectural systems, which differ in quantitative and qualitative characteristics of their components, can be represented by one formal model with accuracy up to C-isomorphism. Therefore, the structural model of the urban planning system "population - activity - environment" and the model of human life-activity processes (functional model) can be taken as a basis for building a model of public safety centers (PSC).
 Public safety centers belong to the public service system and includes three services (law enforcement, medical and emergency services). Basing on this, it is possible to build a structural and functional model of the PSC organization, which includes all systemically determined components.
 The constituent components of the specified PSC model should be as following: recreation, service, material production and communications. These subsystems should include the following structural components: "restoration" - population in need of restoration, population restoration activities (human recreation) and environment for restoration; "service" - service personnel, their activities and environment for service; "production" - production personnel, production activities and environments for production; "communications" - the personnel of communication networks, the service of communications and the environment for communications.
 In general, the presentation of public safety centers in the form of a structural and functional model allows to do the research of them and formation based on a systematic approach.
