Abstract

In the era of big data, the emerging big data technologies has brought about revolutionary changes to our lives and many fields, made many service sectors to become data-driven organizations, which exploit the value of big data resources to gain competitive advantage. Big data gradually permeates into every industry and business functions, and meteorological institute is no exception. Currently, meteorological observation data contains a large amount of useful information, shows the significant characteristics of big data. By utilizing a literature review, surveys and expert interviews in this research paradigm, this paper analyzed the meteorological observation data management service system, proposed a value-oriented big data-driven knowledge management conceptual framework. The aim of this paper is to construct a value-oriented meteorological big data-driven knowledge management service collaboration model that includes resource collaboration, technical collaboration, and service collaboration, optimize the meteorological forecast processes. This promotes successful value creation, and cope with climate changes scenarios in the meteorological forecasting.
