Abstract

This paper presents the hierarchy of transport models that has been developed in the West Midlands to support policy-making by metropolitan authorities. Transport policies and schemes—which cost money, have both positive and negative impacts on different parts of the population, and must be assessed on a wider set of criteria, including the impacts on economy, safety and the environment—are increasingly questioned by the public. By transferring state-of-the-art academic developments into practice, validated by real-life observations, the toolkit enables engineering solutions and non-intrusive transport policies to be tested using a robust, comprehensive and integrated set of methods. The visualisation capabilities of the toolkit ease the involvement of non-experts, such as the business community and the public.
