Abstract

This paper presents a real situation of an informal transport mode arising from the need for mobility in the southeast of Mexico City, called by the authorities as "alternative transport" which operates at the center of Tláhuac district, constituted by different varieties of vehicles. This transport has insufficiencies in several aspects, one of which is the lack of a tariff proposal that responds to operational needs. Therefore, alternative transport drivers sought support from the authorities to discuss the dilemma on the fare and who empirically proposed a fixed rate of six pesos per person, regardless of time or distance. Alternative transport owners do not consider it appropriate to charge the current fixed tariff as neglects the opportunity to profit. Due to the informality of the transport lacks all types of measurements, which is why this project proposes a new rate based on operating costs, service level, and duration of the trips, among others. Hence, trough a field research the alternative transport was measured and analyzed, to be able to propose a rate that is profitable for the owners of the fleet and that could be fruitful to the users. The proposed tariff is supported on a time base tariff system with a minimum fare of eight pesos and incremental through time aimed to optimize the profit of the transport mode.
