Abstract

Abstract This paper summarizes an application of Industrial Engineering techniques to a study of the Command/Control System of the Orlando, Florida, Police Department with emphasis on improving its effectiveness against present and future requirements. A basic model of the Command/Control system was developed using the IBM GPSS/360 program. The model was validated using the time study data and then used as a basis for experimental investigation of alternate operational plans and against projected incident demands to 1980 and several emergency upset conditions. Two of the most significant operational changes evaluated were incorporation of an Automatic Vehicle Locator System and a combining of the Complaint Desk and (Radio Operator functions.
