Abstract

This paper uses cases to illustrate issues and problems faced by Public Research Institutes (PRIs). The issues are systemic in nature concerning the needs for rethinking and changes in the mission, goals, values and organization of the PRIs and their stakeholders. The leadership of PRIs must continually re-assess the changing research and development (R&D) environment, and the relationship with the industry and funding agencies with a view to re-engineer their basic business process in technology development and transfer. A re-engineering framework is proposed which delineates the business process into levels and incorporates a soft systems methodology (SSM) for problem diagnosis and resolution when dealing with different levels of projects.
