Abstract

Abstract : The U.S. Army War College (USAWC) is attempting to become the focal point for strategic wargaming for the Army. General Carl E. Vuono, Army Chief of Staff, has directed the USAWC to take the lead in wargaming for the Army, develop a preeminent wargaming center, provide wargaming support to the Army and use wargames as a teaching tool. The USAWC will have a new Strategic Wargaming Facility (SWF) in 1994 and will be in a position to accomplish these tasks. The USAEC Center for Strategic Wargaming (CSW) has identified a requirement for a Command and Control Decision Support System (C2DSS) in the SWF to support educational activities and provide an interface between the wargame, model or simulation and the user. This study develops a system concept (umbrella architecture) to support a C2DSS. The study examines wargaming at the USAWC from a historical and philosophical perspective. It also examines the curriculum as well as the USAWC capabilities and requirements to conduct wargaming. A review of strategic leader (commander-in-chief) needs and capabilities is accomplished and a survey of automated decision support system technologies is conducted. A three dimensional concept is developed to support the C2DSS and recommendations are made to develop the concept at the USAWC.
