Abstract

Public Private Partnership (PPP) in highway projects in Iran has been a desired approach for the public sector to engage the efficiency and capital of the private sector in developing transportation infrastructure facilities. The high risk environment of construction projects in Iran has made potential investors reluctant to get involved in a partnership. Using a vast checklist survey and an FMEA-based risk analysis method, we managed to mark the highest priority risks in PPP highway projects in Iran. It was revealed that the construction period of PPP Highway projects in Iran is the most risk-prone phase, and it is recommended that the public sector should revise its risk sharing scheme in this phase in order to guarantee the success of the project.
