Abstract

WHEN talking to school administrators about the possibility of implementing elementary foreign language programs in their districts, the discussion ultimately revolves around questions regarding the availability of qualified and certified teaching personnel. Correspondence has been encouraged from all State Supervisors of Foreign Languages concerning FLES teacher certification requirements in an attempt to establish a course of study which would be acceptable on a nationwide basis. The following letter was sent to all State Supervisors of Foreign Languages by the author of this survey: Most students specializing in Foreign Languages in the Elementary School (FLES) fit into one of three categories: undergraduate elementary education majors, secondary education foreign language majors (French, German, and/or Spanish), and graduate majors in foreign language education.
