A Study on the Utilization and Improvement of Wearable Police Cam for the Prevention of Social Corruption and the Protection of Human Rights

Abstract

지금 세계는 기술이 융합되고, 데이터가 힘을 갖는 4차 산업혁명시대에 들어왔다고 한다. 이러한 흐름은 경찰에도 많은 변화를 가져오고 있다. 최근 들어 영국과 미국 등 선진국을 중심으로 하여 웨어러블 폴리스캠(Wearable Police Cam)을 도입하고 있는 것은 세계적인 흐름이다. 대부분의 국가들은 폴리스캠 도입에 따른 시범운영을 거친 이후, 현장 경찰관들에게 폴리스캠을 착용하고 근무하도록 하고 있는 것이 추세이다. 이러한 웨어러블 폴리스캠은 범죄나 교통사고 현장 등에서 증거를 수집하고, 확보하기 위한 훌륭한 장비이며, 특히 범죄현장에서 범죄 증거의 확보가 절대적으로 중요한 폭행, 강도, 가정폭력, 교통사고, 피의자 추적 사건 등에 활용 되고 있다. 또한 경찰관의 공권력 남용 방지, 시민과 경찰, 범죄자 등 서로간의 마찰과 충돌을 해결하면서 더불어 국민의 인권을 보호하기 위한 중요한 장비로 인식되고 있다. 우리 경찰 활동분야에서도 웨어러블 폴리스캠의 활용은 필요하다. 특히, 공무수행 중 발생할 수 있는 경찰관에 의한 공권력 남용 등 위법 행위를 방지하고 국민의 인권을 최대한 보장하는데 있어서도 중요한 역할을 도모할 수 있다. 웨어러블 폴리스캠은 경찰관의 공권력에 대한 투명성을 확보하고 더불어 범죄예방의 역할을 하고 있다. 특히, 주취폭력자들이 경찰관서, 구청, 동사무소 등 관공서에 난입하여 시민들과 공무원들을 대상으로 한 폭언, 폭행 등의 주취 난동행위에 있어서도 폴리스캠의 활용성은 중요하다 할 수 있다.It is said that the world has entered the era of the fourth industrial revolution where technology is converging and data has power. This trend has also brought many changes to the police. Recently, it has been the global trend to introduce wearable police cams especially in developed countries such as the UK and the USA. In most countries, there is a test period after the introduction of police cams, and then police officers are made to wear the police cams at work. These wearable police cams are excellent equipment for gathering and securing evidence in crime scenes and traffic accidents, and they are used especially in the case where securing evidence is essential such as assault, robbery, domestic violence, traffic accidents, and chasing suspects. In addition, it is recognized as an important tool to prevent the abuse of the authority of the police, resolve the conflicts among citizens, police officers, and criminals, and protect the human rights of the citizens. According to this trend, it is necessary to use wearable police cams in the field of our police activities. Especially, it can also play an important role in preventing illegal acts such as abuse of authority by police officers that may occur during public service and ensuring human rights of the people to the maximum extent. Wearable police cams ensure the transparency of police forces use of authority and play a role in crime prevention. Especially, the use of police cams is important to prevent the violent acts of drunken people such as verbal abuse and assault on citizens and civil servants in police offices, ward offices, community service centers, and other public offices. Proper use of wearable police cams by the police can eventually gain more trust from the public, and in addition, can be an important opportunity to guarantee the human rights of the people as much as possible in policing activities. Under the recognition of this importance, this study presented various problems of using wearable police cams in the field and ways for improvements.
