Abstract

Due to different factors such as economic foundation, demographic structure and payment standards, there is a certain gap in the level of provincial overall planning of the basic pension insurance for urban employees in various provinces in China. In this context of institutional fragmentation and decentralization of fund management, based on the K-Means cluster analysis method, the spatial relationship of the sustainability of the basic pension insurance funds for urban employees in different provinces is investigated. The difference in the sustainability characteristics of the basic pension insurance funds adopts differentiated transitional policies to give play to the spatial agglomeration effect of the policy, which is conducive to speeding up the process of national overall planning of the basic pension insurance for urban employees and improving the quality of basic pension insurance for urban employees.
