Abstract

Confucius Institutes are the target of this study, and the study uses document analysis method to analyze the origins of their establishment, purpose, organizational structure, administration model, and state of development. This study finds that Confucius Institutes are facing the following problems: problems in the development and management of Confucius Institutes; the perceptions of both sides of cooperation and motives of learners affect the development of Confucius Institutes; there is a lack of outstanding teachers and suitable teaching materials and methods and the quality of administration needs improving; and the negative impact of the theory of cultural invasion. The following improvement strategies can be used for the problems facing Confucius Institutes: (1) regularly inspect the development of Confucius Institutes; (2) strengthen cooperative relations and interactions with overseas universities and communities; (3) develop suitable teaching materials and methods and improve the quality of teaching; (4) improve teacher training; (5) work with local communities and seek to link local culture with Chinese culture; (6) pursue long-term, stable administrative support and funding. The aforementioned development experiences can provide lessons for our future promotion of Taiwan Academies and universities promoting overseas education.
